A frozen air conditioner in the middle of July looks like a paradox, but it's one of the most common AC repair calls in Maryland. It comes down to two causes.
The evaporator coil gets very cold. Warm air moving across it is what keeps it above freezing. A dirty filter, closed vents, a failing blower motor or a dirty coil starves it of air and ice forms.
Less refrigerant means lower pressure and a colder coil. Refrigerant doesn't get "used up," so low refrigerant always means a leak that needs to be found and repaired, not just topped off.
Turn the cooling off and set the fan to "on" to thaw the coil. Replace the filter. Don't run the AC until the ice is gone or you risk damaging the compressor.
